New Internship Policy to Benefit 100,000 Malaysian Students
Introduction
At HR2eazy, we’re always keeping a close eye on policies that impact businesses and workforce development in Malaysia. Recently, the Human Resources Ministry (MOHR), in partnership with Talent Corporation Malaysia Bhd (TalentCorp), announced the rollout of the 1:3 Practical Training Policy —a transformative initiative designed to empower local talent and shape the future of Malaysia’s workforce
This policy, set to begin its pilot phase on February 15, will run until the end of the year before being fully implemented on January 1 next year. Under this new directive, companies hiring expatriates will be required to provide up to three internship opportunities for Malaysian students for each Expatriate Employment Pass (EP) approved.
With structured and paid industrial training placements, the policy aims to equip 100,000 students with real-world skills while optimizing expatriates’ contributions to Malaysia's workforce.
What This Means for Businesses

Companies complying with the policy stand to gain numerous benefits, including eligibility for tax relief under the National Structured Internship Programme (MySIP). Additionally, businesses that meet the requirements will enjoy priority processing for future EP applications, offering a seamless way to balance expatriate expertise with local talent development.
At HR2eazy, we understand that new policies like this one can bring additional administrative responsibilities, especially when managing interns. That’s where partnering with a HR and Payroll software like HR2eazy can make all the difference because not only will you have a robust system, you will have the guidance of experienced HR professional consultants to help you navigate through major updates such as this.
Key Highlights of the 1:3 Practical Training Policy:
Structured and paid training opportunities for Malaysian students.
A ratio of one expatriate to three trainees, fostering local talent development.
Priority processing for future EP applications for compliant companies.
Collaboration with educational institutions and industry leaders to ensure effective implementation.
